Job Description JOB TITLE: IT Solutions Officer (Data Engineer) TYPE OF CONTRACT: International Consultancy (CST Level II) UNIT/DIVISION: TEC DUTY STATION (City, Country): Remote (Juba, South Sudan is administrative duty station DURATION: 11 Months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP South Sudan operates in a complex and volatile environment, where timely, accurate, and actionable data is critical for effective programme design, implementation, monitoring, and reporting. This consultancy is aimed at strengthening the Country Office’s digital and data capacity to ensure data is accessible, reliable, and ready for analysis, directly supporting operational decision-making and strategic planning. The consultant will play a key role in the realization of WFP South Sudan digital and data strategy with a focus on data integration and analysis, and automation and process optimization in in a low-connectivity environment. ACCOUNTABILITIES/RESPONSIBILITIES: Build robust and fault-tolerant data pipelines to ingest, clean, transform, and aggregate data from multiple sources, ensuring these pipelines adhere to data governance and security standards, particularly concerning personally identifiable information (PII) of beneficiaries. Develop and implement processes for data logging, monitoring, and error handling to ensure data quality and pipeline reliability. Collaborate with the global WFP TEC division and the Regional Office to align local solutions with corporate data architecture. Implement solutions that are cognizant of the operational context, including functionalities for offline data collection and synchronization. Develop and maintain data models and schemas to support business intelligence, analytics, and AI projects. Provide first line support for bugs and issues reported by end users. Work using agile methodologies (sprints, user stories, features). Test and conduct quality assurance tasks of solutions (data quality checks, UX/UI checks). Work closely with WFP South Sudan business units and field offices to understand their data needs and challenges. Provide technical guidance and mentorship to data focal points or cohorts on data management best practices and basic engineering principles. Perform any other duties assigned by the supervisor. DELIVERABLES AT THE END OF THE CONTRACT: Implemented data pipelines beginning with high-priority datasets to be identified. Comprehensive technical documentation for all developed pipelines, and data models. A Data Quality & Monitoring Framework for ongoing data quality checks and pipeline performance monitoring. Front end solutions in collaboration with the rest of the SSD TEC Team, such as workflows, dashboards, AI agents - as per priorities set by the Country Office. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced university degree in Computer Science, Engineering, Statistics, or a related field or first university degree with additional years of relevant work experience. Experience: For candidates with a master’s degree or higher: A minimum of 5 years of progressive experience in data engineering or a similar role. For candidates with a bachelor’s degree: A minimum of 7 years of the above experience is required. Previous experience in emergency support operations and/or in hardship duty stations is essential. Knowledge& Skills: Proven track record in designing and building ETL/ELT processes. Experience with data pipeline and workflow management tools. Proficiency in Python, Pyspark, and SQL is mandatory. Strong experience with PostgreSQL or similar relational databases. Cloud Platforms & Big Data Tools Experience with data visualization tools (e.g. Tableau, PowerBI or other) Languages: Fluency (level C) in English language.
