Established in 1959, UMATI has played a leading role in providing quality SRHR information, education, advocacy, and services, particularly for adolescents, young people, women, and underserved populations. As a Member Association of the International Planned Parenthood Federation (IPPF) since 1973, UMATI is part of a global movement committed to ensuring universal access to SRH information and services. Through innovative programming, strategic partnerships, and evidence-based interventions, UMATI continues to champion the realization of sexual and reproductive health and rights for all people without discrimination. Recognizing the transformative potential of digital technologies, UMATI’s Strategic Plan identifies digital transformation as a key enabler for expanding access to accurate, accessible, and age-appropriate Comprehensive Sexuality Education (CSE). With increasing mobile phone ownership and internet connectivity among adolescents and young people, digital learning platforms present a significant opportunity to enhance SRHR knowledge, strengthen informed decision-making, and promote positive health-seeking behaviors at scale. Mission: To champion SRHR, and provide information and services targeting the young and underserved. BACKGROUND Adolescents and young people aged 10–24 years constitute a significant proportion of Tanzania’s population and represent a critical demographic for investments in sexual and reproductive health (SRH). Despite sustained efforts to improve access to youth-friendly SRH information and services, many adolescents and young people continue to encounter significant barriers to obtaining accurate, comprehensive, and age-appropriate sexuality education. Key challenges include: Limited access to reliable SRH information and educational resources. Cultural and social norms that discourage open discussion of sexuality and reproductive health. Geographic disparities that limit access to quality SRH information and services, particularly in underserved communities. Limited opportunities for confidential, youth friendly learning and engagement. Inadequate availability of secure, interactive, and user centered digital platforms tailored to the SRH needs of adolescents and young people. To address these challenges and advance its strategic commitment to digital transformation, UMATI intends to procure the services of a qualified and experienced technology firm to design, develop, test, deploy, and maintain a comprehensive digital Comprehensive Sexuality Education (CSE) learning platform. The solution will comprise a mobile application for end users and a web-based administration system for content management, user administration, monitoring, and reporting. The proposed platform will provide adolescents and young people with secure, engaging, and evidence based Comprehensive Sexuality Education content that is aligned with Tanzania’s national standards. It will incorporate interactive learning features that promote informed decision making, healthy behaviors, and increased knowledge of sexual and reproductive health. Designed to serve both in school and out of school adolescents and young people aged 10–24 years, the platform will significantly expand access to quality CSE, particularly for underserved populations. It will also strengthen UMATI’s broader youth engagement strategy by leveraging digital technology to increase the reach, accessibility, effectiveness, and sustainability of its SRH programmes across Tanzania. PROJECT GOAL To improve access to high-quality, inclusive, age-appropriate, and evidence-based Comprehensive Sexuality Education through an innovative digital platform that empowers young people to make informed decisions regarding their sexual and reproductive health. PROJECT OBJECTIVES 4.1 Overall Objective To design, develop, deploy, and maintain an integrated digital Comprehensive Sexuality Education platform that enhances SRH knowledge and engagement among adolescents and young people aged 10–24 years in Tanzania. 4.2 Specific Objectives The platform should: Deliver age-segmented and learner-centered CSE content. Provide interactive digital learning experiences through multimedia. Increase youth engagement and retention through a rewards and recognition system. Facilitate access to youth-friendly SRH services through referral pathways. Generate real-time analytics and reporting for programme monitoring and decision-making. Support both online and offline learning environments. Ensure accessibility, inclusiveness, and safeguarding for all users. Create a scalable digital platform that can accommodate future expansion and integration.
