• To support the effective implementation and expansion of these initiatives, KOICA Rwanda seeks to recruit a qualified and experienced ICT Program Specialist. • Coordinate the implementation of ICT bilateral projects and capacity-building programs. • Stakeholder Engagement and Coordination Communicate and coordinate with key ICT and education sector partners. • Support the development of new bilateral projects and capacity-building initiatives. • Required Qualifications and Experience Education Bachelor’s degree in Information and Communication Technology (ICT), Computer Science, International Development Cooperation Studies, or a related field. • A Master’s degree in a relevant field is an added advantage. • Experience Minimum of 5 years of professional experience in ICT, digital transformation, graphic design, and use of tools such as Canva and AI platforms, or related fields. • Proven experience in project management, particularly in ICT or development-related projects within international organizations or UN agencies, is desirable. • Technical Competencies Strong knowledge of ICT systems, digital platforms, and emerging technologies. • Proficiency in MS Office applications.
