A data system that needs urgent redesign. A logistics gap during peak season. A new initiative requiring immediate project management muscle. The Program Rotation Analyst is our answer to that challenge. Coordinateur programmes – BURUNDI – H/F/X DESCRIPTION Contexte du poste : La Croix-Rouge française a relancé sa délégation au Burundi en 2022 avec le projet Amagara Yacu – Notre Santé. Après une première phase (2023-2026) axée sur l’amélioration de l’offre de soins primaires et la surveillance épidémiologique, la deuxième phase (2026-2029) vise à renforcer la résilience sanitaire et environnementale, en intégrant pleinement la dimension genre et les besoins spécifiques des groupes vulnérables. Elle a également mis en œuvre un projet de renforcement des capacités de la Croix-Rouge du Burundi dans le domaine des premiers secours en milieu professionnel et des projets d’assistance humanitaire d’urgence, en réponse aux inondations et au bénéfice des réfugiés congolais. Le projet Amagara Yacu phase 2 s’inscrit dans une approche multisectorielle incluant l’approche One Health, portée d’une part par un consortium réunissant la Croix-Rouge française (CRF), la Croix-Rouge du Burundi (CRB), la Fondation Mérieux (FMX) et Bibliothèque sans Frontière (BSF) et d’autre part par Expertise France (EF). Au-delà de la surveillance épidémiologique et de la lutte contre la résistance antimicrobienne, il vise à réduire la surexposition des femmes aux risques sanitaires et environnementaux, améliorer la qualité des soins, renforcer l’accès à l’eau et à l’assainissement pour les communautés vulnérables, et intégrer les enjeux de genre dans la gouvernance, l’éducation et la recherche. Le projet ambitionne de bâtir un système de santé inclusif, résilient et sensible au genre, capable de répondre efficacement aux menaces sanitaires, climatiques et environnementales. • Assure la réflexion stratégique et l’élaboration des projets santé, environnement et genre. • Encadre les chefs de projets et collabore avec les AT (admin/fin, RH, logistique) et les référents techniques. • Supervise la qualité et la pertinence du projet AY2, en lien avec les besoins des populations ciblées. • Coordonne le consortium et assure la synergie avec les autres acteurs de la zone d’intervention. • Garantit l’intégration des enjeux de genre et la prise en compte des groupes vulnérables dans toutes les étapes du projet. • Assure le lien avec les membres du consortium, notamment à travers le reporting et le maintien d’une communication efficace et transparente, et ce conformément aux principes directeurs du Mouvement de la Croix-Rouge. • Assure le fonctionnement des instances de gouvernance (COPIL et COS) • Collabore étroitement avec l’EF dans le cadre du projet Amagara Yacu • Piloter l’élaboration de nouvelles propositions de projets en cohérence avec le projet Amagara Yacu – phase 2 (AY2), la stratégie d’intervention de la Croix-Rouge française au Burundi, ainsi que la stratégie globale de la Croix-Rouge du Burundi et les priorités nationales. • Superviser la mise en œuvre des projets, appuyer les équipes dans la conduite des activités et veiller à l’adaptation des interventions en fonction de l’évolution du contexte. • Garantir l’intégration transversale du genre, de la résilience environnementale et de l’approche One Health dans l’ensemble des programmes. • Piloter la planification opérationnelle et le suivi des projets, notamment à travers les plans de travail et budgets annuels, les outils de suivi-évaluation, les rapports et les exercices de capitalisation. • Assurer une coordination et une communication professionnelles, régulières et transparentes avec les partenaires, les bailleurs, les autorités et les membres du consortium. • Accompagner la Croix-Rouge du Burundi dans le renforcement de ses capacités organisationnelles et techniques, en lien avec les orientations stratégiques partagées entre la CRB et la CRF. • Bonne connaissance des approches genre et One Health
