REQUEST FOR EXPRESSIONS OF INTEREST (REOI) INSTITUTIONAL AND ENTERPRISE CAPACITY ASSESSMENTS, TARGETED CAPACITY BUILDING AND MENTORSHIP FOR REFUGEE-LED ORGANIZATIONS (RLOs) AND MSMEs RFP Reference: RFP/HW/RLO-SMB-CAPACITY STRENGTHENING/2026 Issue Date: 17 September 2026 Closing Date: Friday, 25 September 2026 at 5:00 PM (Juba Time) Contract Type: Consultancy Firm Target Locations: Juba and Yambio, South Sudan HWW invites qualified and experienced consulting firms to submit proposals for institutional and enterprise capacity assessments, targeted capacity building, governance support, and mentorship for 12 Refugee-Led Organizations (RLOs), 140 Micro, Small and Medium Enterprises (MSMEs), and 90 interns in Juba and Yambio. SCOPE OF WORK The selected consulting firm will be responsible for: Ø Conducting institutional capacity assessments of 12 RLOs (6 Juba, 6 Yambio) using an adapted Organizational Capacity Assessment Tool (OCAT); Ø Developing individual Capacity Improvement Plans (CIPs) for all RLOs; Ø Delivering 18 days of RLO capacity-building training covering governance, financial management, safeguarding, proposal development, resource mobilization, and MEAL; Ø Supporting RLOs to develop and validate institutional policies, SOPs, and 12 strategic plans; Ø Providing fundraising, proposal-writing, grant development, and donor engagement support, including mentorship toward 12 donor-ready proposals; Ø Conducting diagnostic assessments of 140 MSMEs (70 Juba, 70 Yambio) and developing individual CIPs; Ø Delivering practical business development training covering financial management, sales, marketing, inventory, formalization, compliance, and market linkages; Ø Providing structured coaching and mentorship to 90 interns, including 270 individual mentorship sessions; and Ø Producing comprehensive assessment, training, mentorship, and final synthesis reports with cleaned datasets. QUALIFICATIONS Interested firms should demonstrate: Ø A qualified Team Leader/Institutional Governance Specialist with a Master’s degree and at least 10 years’ relevant experience; Ø An Enterprise/MSME Specialist with at least 7 years’ relevant experience; Ø Experienced capacity-building/training and workforce mentorship specialists; Ø A qualified field assessment/research coordinator with experience in South Sudan; Ø Proven experience in RLO/NGO institutional strengthening, OCAT assessments, MSME diagnostics, capacity building, and mentorship; Ø Demonstrated operational experience in South Sudan or comparable fragile/displacement contexts; and Ø At least three verifiable references/contracts for similar assignments EVALUATION Proposals will be evaluated using Quality and Cost-Based Selection (QCBS): Technical Proposal – 70% Financial Proposal – 30% Minimum technical qualifying score: 70/100 Only firms meeting the minimum technical threshold will proceed to financial evaluation.
