The project activities are organized under three interrelated components: Component 1 expands and rehabilitates physical infrastructure to eliminate the double-track system and extend equitable access; Component 2 strengthens teaching quality, TVET relevance, and the availability of learning resources to improve outcomes and labor market alignment; and Component 3 builds the data systems, school leadership capacity, and accountability mechanisms that consolidate access gains and embed quality improvements in system behaviour - ensuring that the project's investments are sustained beyond the project period.
