TENDER CLARIFICATION REQUEST FOR BID (RFB) (Two-Envelope Bidding Process) Procurement: Construction of 35 transitional shelters in Bor; rehabilitation of NIMRA TALATA Youth Centre, KUGII Youth Centre, rehabilitation RLO platform in Juba, and rehabilitation of RLO platform MAKPANDU Refugee Camp, Yambio, South Sudan**.** REF No: HWW/SS/RFB/017/2026 Date: 31 August 2026 To: All interested bidders Dear Bidders, Thank you for your queries and requests for clarification regarding the tender under RFB Ref. No. HWW/SS/RFB/CON/001/2026. To ensure equal access to information and a consistent understanding of the tender requirements, please find below the official clarifications applicable to all bidders: 1. Submission for One Lot or Part of a Lot Question: Could you clarify whether a bidder is permitted to submit a bid for only one lot/location? For example, for the construction of 35 Transitional Shelters in Bor, can a bidder apply for only one of the 35 shelters? Answer: Bidders may submit bids for one lot or multiple lots, subject to the requirements of the tender documents. Please note that the Construction of 35 Transitional Shelters in Bor constitutes one single lot and cannot be divided. Therefore, bidders cannot submit a bid for only one or a portion of the 35 shelters. 2. BOQ – Nimra Talata Youth Centre Question: The BOQ for the Nimra Talata Youth Centre indicates a total masonry work area of 12.55 m². However, based on the architectural drawings, the masonry works appear to cover a substantially larger area. Our calculation from the drawings indicates an estimated area of approximately 212.63 m². Could you kindly clarify whether the 12.55 m² indicated in the BOQ is an oversight, or whether it represents only a specific section of the walls intended for renovation? Answer: The 12.55 m² represents only the localized sections of defective masonry requiring rebuilding or repair. It does not represent the total wall area of the building. The approximately 212.63 m² calculated from the drawings represents the wider existing wall surface. Most of this masonry already exists and will remain in place. The required plaster repairs, rendering, and painting are measured under their respective finishes sections in the BOQ. 3. Bid Submission Method Question: Is it permitted for contractors to submit bids by email, or is hand delivery required? Answer: Bids must be submitted by hand and deposited in the designated HWW tender boxes at the Bor, Juba, or Yambio offices. Email submissions will not be accepted. All bids must be received no later than 14 September 2026 at 11:00 a.m. Juba time. 4. Site Visits Question: Will site visits be organized? Answer: Site visits are not mandatory. However, HWW will facilitate site visits for interested bidders according to the schedule below: The site visit for the construction/rehabilitation of the RLO Hub Platform in Yambio will take place at Makpandu Refugee Camp - At distribution center -opposite police station/behind UNHCR office on 9 September 2026 at 11:00 a.m. The visit for the rehabilitation of Nimra Talata Youth Centre, KUGII Youth Centre and the RLO Platform in Juba will begin at Nimra Talata Youth Centre on 9 September 2026 at 11:00 a.m. The visit for the construction of 35 transitional shelters in Bor, Jonglei State, will take place at Kolnyang (Malual Agoorbar) on 10 September 2026 at 1:00 p.m. All site visits will be conducted in coordination with HWW representatives. Bidders are encouraged to attend the relevant site visit where possible to familiarize themselves with the site conditions and scope of works. 5. Lot 2C BOQ Question: The Lot 2C BOQ file does not indicate quantity values. To enable us to prepare an accurate and compliant bid, could you please provide the updated BOQ? Technical Proposal for Multiple Lots Question: If bidding for more than one lot, may a bidder submit one combined Technical Proposal covering all lots, with separate Financial Proposals for each lot in separate sealed envelopes, or is a separate Technical Proposal required for each lot? Answer: A separate Technical Proposal (Detailed Technical Methodology and Work Plan) is required for each lot for which a bidder submits a bid.
