Procurement Services Manager, P-4, Fixed Term Position
Job Description
The Procurement Services Manager position is a key role within UNICEF's Ethiopia Country Office (ECO), responsible for strengthening procurement services and managing large-scale partnerships with local partners, development partners, and government entities. The role involves leading the end-to-end supply chain system strengthening, capacity building, and strategic procurement services to support national priorities. The manager will proactively identify emerging procurement requirements and opportunities, translating them into potential procurement service requests. Responsibilities include planning and forecasting procurement activities, strengthening partnerships, implementing projects, and monitoring progress. The position also involves establishing linkages between supply system strengthening, programme implementation, and country/regional priorities to ensure alignment with UNICEF's strategic goals. Internal and external awareness about procurement services is a critical aspect of the role, ensuring stakeholders are informed and engaged in the process.
Requirements
A Master’s degree or equivalent (Advanced University Degree) in Business Administration, Management, Logistics, Supply Chain Management, Procurement, International Development, Health, or related social sciences fields is required; At least 8 years of relevant work experience in supply management, international-level procurement, supply chain management, logistics, project management, public procurement, capacity building, partnership management, government relations, customs clearance, supply planning, or related fields is required; Ability to manage change in a diverse environment and to manage and monitor the effective use of financial and material resources; Experience in supervising and directing a team of professional and support staff; Advanced communication and negotiation skills; Strong understanding of supply chain processes and ability to work strategically to realize organizational goals; Fluency in English is required; Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset; Project management and emergency experience are considered assets; Relevant experience at country level, particularly in development, fragile settings, and humanitarian contexts is preferred.
