Call for Expressions of Interest | MOZ-RRM | Level 1 Implementing Partners Roster

The Norwegian Refugee Council (NRC) is seeking national and international organizations to join the MOZ-RRM (Rapid Response Mechanism) Level 1 Implementing Partners Roster. Selected organizations will be considered for rapid humanitarian response, anticipatory action, and emergency preparedness activities in northern Mozambique. The role involves undergoing a screening process, due diligence, and operational readiness review to ensure compliance with MOZ-RRM’s donor (DG ECHO) requirements and NRC’s institutional policies. Organizations that meet Stage 1 eligibility criteria will be invited to Stage 2 for further verification. Inclusion on the roster does not guarantee funding, partnership, or activation but provides an opportunity to contribute to life-saving interventions across sectors such as WASH, shelter/NFI, health and nutrition, education, and child protection. The consortium operates a tiered response model with Tier 1 (rapid, multi-sectoral packages within 15 days) and Tier 2 (targeted support up to 90 days).

Minimum eligibility conditions and screening criteria as outlined in Section 4 of the EOI document; demonstrated experience in emergency programming; operational presence or rapid mobilization capacity in Cabo Delgado (e.g., Mueda, Nangade, Muidumbe, Montepuez) or Nampula (e.g., Erati, Memba); ability to deliver rapid, life-saving multi-sectoral assistance within 15 days of activation; compliance with DG ECHO contractual requirements and NRC’s institutional policies; readiness to participate in due diligence and operational readiness reviews; sectoral expertise in WASH, shelter/NFI, health and nutrition, education, child protection, or cash and voucher assistance (CVA); experience in conflict-driven displacement, natural hazards, or epidemics response
