TVET Specialist

Horn of Africa Center for Peace (HACP) is seeking an experienced TVET Specialist to lead the design, implementation, and monitoring of technical and vocational education and training (TVET) activities under the 'Rajo Kaaba' Project in Galmudug State, Somalia. The role involves developing and strengthening workforce development programs focused on women’s and youth skills development, supporting capacity-strengthening models for training institutions, and coordinating with government counterparts, donors, private sector actors, and community-based institutions to align TVET programs with local labor market demands. The TVET Specialist will provide technical guidance and mentorship to project staff, partners, and stakeholders, oversee quality assurance and curriculum development, and integrate market-driven skills into training programs. Additionally, the role includes contributing to timely progress reports, success stories, and knowledge products to ensure project accountability and impact.

Advanced degree in Engineering, Education, Economics, or a related field; Minimum of 10 years of progressive professional experience in technical and vocational education strengthening, workforce development, women’s skills development, and youth empowerment, preferably in Somalia or comparable contexts; Proven experience developing and implementing capacity-building models and approaches for organizations and individuals; Strong knowledge and understanding of the economic, social, and educational contexts of women and youth in Somalia; Demonstrated ability to build and maintain collaborative relationships with government ministries, donors, the private sector, and local communities; Excellent leadership, team management, and conflict resolution skills; Strong verbal and written communication skills in both English and Somali.
