Digitalisation Advisor

Job Description

The Digitalisation Advisor will play a pivotal role in accelerating clean energy access, leveraging digital solutions, and promoting economic inclusion in refugee-hosting areas and host communities within Uganda’s West Nile region. This includes targeting specific settlements such as Rhino Camp, Lobule, Bidibidi, Palorinya, and Palabek, as well as hosting districts like Madi Okollo, Terego, Koboko, Yumbe, Obongi, and Lamwo. The role involves designing and implementing digital strategies to improve access to effective basic services and economic inclusion for forcibly displaced populations, particularly women, persons with disabilities, and children, as well as host communities. The advisor will work closely with local stakeholders, government agencies, and humanitarian organizations to ensure digital solutions are tailored to the unique needs of these communities. Key responsibilities include assessing digital infrastructure gaps, developing digital literacy programs, and deploying technology solutions to enhance service delivery and economic opportunities in underserved areas.

Requirements

Bachelor’s degree in Information Technology, Computer Science, Digital Development, or a related field; Master’s degree is a plus. Minimum of 5 years of professional experience in digitalisation, ICT4D (Information and Communication Technology for Development), or a closely related field. Proven experience in designing and implementing digital solutions in humanitarian, development, or refugee contexts. Strong knowledge of digital tools, platforms, and methodologies relevant to clean energy access and economic inclusion. Experience working in refugee-hosting areas or similar challenging environments is highly desirable. Excellent analytical, problem-solving, and project management skills. Ability to work collaboratively with diverse stakeholders, including government, NGOs, and community groups. Proficiency in English; additional languages spoken in the region (e.g., Swahili, Arabic, or local dialects) are an advantage. Familiarity with data privacy, security, and ethical considerations in digital development projects.
