TERMS OF REFERENCE FOR CHILD-LED SCHOOL SAFETY AUDIT ON GENDER-BASED VIOLENCE (GBV) RISKS IN SUPPORTED SCHOOLS

The consultancy firm will conduct a comprehensive Child-Led School Safety Audit focusing on Gender-Based Violence (GBV) risks in supported schools. The assignment includes preparation of materials and resources, desk review of existing policies and data, facilitation of participatory workshops with children and stakeholders, and development of a final report with evidence-based recommendations. The consultant will design and implement robust assessment methodologies, engage diverse stakeholders ethically and inclusively, and produce policy-oriented outputs that strengthen programme safety, accessibility, and accountability. The role requires adherence to Save the Children's security procedures, including completion of online security training for international consultants, and compliance with conflict sensitivity and 'Do No Harm' principles. The consultant will cover all logistical arrangements and costs, including travel, food, accommodation, and local transport.

Advanced degree (master’s or equivalent) in Political Science, Public Policy, Law, Gender and Women Studies, Governance, International Development, Economics, Human Rights, or related field; 7-10 years of professional experience in conducting Gender-Based Violence (GBV) Safety Audits, particularly in humanitarian and development settings; strong understanding of GBV risk mitigation, safeguarding, child protection, gender equality, and protection principles; proven experience in applying participatory and survivor-centered approaches; demonstrated experience in Somalia or similar contexts with strong understanding of political, institutional, and socio-cultural dynamics; proven experience in child rights, gender equality, disability inclusion, or related thematic areas; strong experience using mixed-methods research approaches (desk review, KIIs, FGDs, stakeholder mapping, and policy analysis); strong analytical, facilitation, and high-quality report-writing skills; sound knowledge of conflict sensitivity, 'Do No Harm' principles, and the socio-cultural context of fragile and conflict-affected settings, particularly Somalia; ability to work in politically sensitive environments and deliver within tight timelines; strong knowledge and experience to create linkages between potential GBV, CP risks at school and communities; strong English communication skills; Somali language proficiency and/or access to local research capacity is an advantage.
