Youth Development & Livelihoods Program Manager

The Youth Development & Livelihoods - Program Manager I will oversee the design, implementation, and monitoring of youth-focused livelihood programs aimed at enhancing economic opportunities for young people. This role involves developing program strategies, managing project teams, and ensuring alignment with Catholic Relief Services' mission and donor requirements. The incumbent will collaborate with local partners, government agencies, and community stakeholders to identify needs, design interventions, and measure impact. Key responsibilities include conducting needs assessments, developing training modules, overseeing budget execution, and reporting on program outcomes to stakeholders. The role requires a strong commitment to youth empowerment, gender sensitivity, and inclusive development practices.

Bachelor’s degree in International Development, Social Sciences, Business Administration, or a related field; 3+ years of progressive experience in program management, preferably in youth development, livelihoods, or economic empowerment; demonstrated experience in designing and implementing livelihood programs; strong leadership and team management skills; proficiency in monitoring and evaluation frameworks; excellent communication and stakeholder engagement abilities; fluency in English and Kinyarwanda; familiarity with Rwanda’s youth employment landscape is an asset.
