Public Financial Management (PFM) Consultant

Job Description

The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking a PFM Consultant to conduct targeted fit-for-recovery PFM assessments and deliver capacity-building activities that directly inform Uganda’s National Recovery Readiness Roadmap. The consultant will support the Government of Uganda in assessing PFM systems and strengthening institutional capacity to integrate disaster and climate risk into fiscal planning. Key responsibilities include organizing inception calls and progress meetings with national counterparts such as the Office of the Prime Minister (OPM) and Ministry of Finance, Planning and Economic Development (MoFPED), conducting PFM-for-recovery assessments by reviewing legal frameworks, budget processes, and disaster risk financing instruments, and compiling background information for assessments. The consultant will also organize stakeholder interviews, apply structured assessment frameworks, identify data gaps, ensure gender-responsive analysis, facilitate validation workshops, and prepare draft PFM assessment reports with prioritized recommendations linked to recovery financing. The role requires close coordination with UNDRR and national focal points throughout the assignment.

Requirements

Advanced university degree (Master’s degree or equivalent) in public finance, economics, public administration, international development, or a related field; Minimum 7 years of progressively responsible experience in public financial management, fiscal policy, or related areas, with at least 3 years in a developing country context; Proven experience in conducting PFM assessments, including familiarity with PEFA, climate-PFM, and disaster risk financing frameworks; Strong analytical skills with the ability to synthesize complex information into clear recommendations; Experience in stakeholder engagement and coordination with government entities; Excellent written and oral communication skills in English; Familiarity with Uganda’s PFM system and disaster risk management frameworks is an asset; Experience in gender-responsive analysis and inclusive development approaches is desirable.
