Country Finance Manager – Sudan

The Country Finance Manager is responsible for leading the finance teams in Sudan, ensuring compliance with HI’s financial standards and local regulations. This role involves overseeing financial strategy, operational financial management, and the implementation of HI’s financial policies within the country. Key responsibilities include drafting and revising the financial section of the Operational Strategy (StratOp), producing and analyzing financial indicators, assessing and mitigating financial risks, and ensuring compliance with legal frameworks. The Finance Manager also leads the financial capacity assessment of local partners, develops capacity-building plans, and represents HI in external financial forums and inter-NGO working groups. Additionally, the role involves supervising budget drafting, optimizing funding structures, ensuring accurate financial reporting, managing accounts, and coordinating with budget holders to support financial steering. The position requires strong leadership in internal control, risk management, and the development of accounting processes aligned with HI’s standards.

Bachelor’s degree in Finance, Accounting, or a related field; Minimum of 5 years of progressive experience in financial management, preferably in an international NGO or humanitarian context; Proficiency in financial software and tools (e.g., ERP systems, Excel); Strong analytical skills and experience in financial reporting and budget management; Experience in risk assessment and internal control frameworks; Knowledge of donor funding guidelines and compliance requirements; Fluency in English (additional languages such as Arabic are a strong asset); Experience working in conflict or post-conflict environments is highly desirable.
