Deputy Country Director - Operations
Job Description
The Deputy Country Director - Operations (DCD-OPS) will provide leadership and strategic oversight for CARE Somalia’s operations functions, ensuring alignment with the organization’s vision of eliminating poverty and promoting social justice. Reporting to the Country Director, the DCD-OPS is responsible for operational oversight of Finance, Human Resources, Administration, IT, Procurement, and Logistics, as well as field/sub-office operations. The role involves developing and organizing activities of the Operations Department to provide timely and effective support to the Country Office (CO) program, fostering links between Programs and Operations for seamless coordination, and leading business process improvements to enhance efficiency and effectiveness. The DCD-OPS will initiate and revise operations policies, systems, and procedures in line with legal and donor requirements in Somalia, ensure sound internal control systems, and provide proper supervision and management for all direct reports. Additionally, the role requires providing operational support during emergency scale-ups to ensure efficient and effective field office setups and smooth-running satellite offices. The position demands advanced business management skills, excellent team-building and coaching abilities, and a commitment to fostering a values-based organizational culture.
Requirements
Bachelor’s degree in Finance or Business Administration or related field; Fully certified professional accounting qualification such as CA, ACCA, and CPA; Minimum twelve (12) years’ experience in finance and operations in a large international NGO with at least 5 years at a senior leadership position; Good knowledge and experience in institutionalizing compliance and accountability systems and procedures; Sound knowledge and hands-on experience of internal and external audit requirements; Demonstrated skills and motivation towards gender and cultural sensitivities, valuing diversity and championing organizational and staff diversity; Strong ability and commitment to upholding organizational core values; Demonstrated leadership and interpersonal skills and proven experience in managing individuals and teams for success; Experience in Somalia is desired; Fluent English (written and verbal).
