Procurement Senior Officer
Job Description
The Procurement Senior Officer is responsible for developing and implementing strategic and effective procurement services that reflect best practices in international public procurement, compliance with UNOPS procurement rules and regulations, appropriate risk management, and obtaining the best value for money for the acquisition of goods, services, and contracting of works. The role analyzes and interprets relevant rules and regulations, providing advice and solutions to complex procurement-related issues. The incumbent will lead a team, focus on strategic relationship building, demand management, and cost-saving initiatives, and work closely with office leadership and project managers to ensure procurement activities align with project timelines and organizational objectives. By role-modeling high ethical standards, the Procurement Senior Officer maintains a collaborative, quality-driven, client-focused, and results-oriented approach to procurement. Key responsibilities include executing procurement activities in accordance with UNOPS policies, maintaining a client-focused procurement management system, collaborating with project managers to develop procurement strategies, implementing all phases of the procurement lifecycle, preparing procurement plans, monitoring implementation, coordinating solicitation processes (RFQs, ITBs, RFPs), participating in contract negotiations, preparing submissions to Contract and Property Committees, monitoring contractor performance, providing procurement advice to project managers, and drafting contracts or purchase orders. Additionally, the role involves utilizing e-procurement tools, organizing training initiatives, and contributing to knowledge networks by sharing best practices in procurement.
Requirements
Fluency in either English or French with an intermediate level in the other language; relevant experience in advising on and implementing policies and procedures for complex procurement programmes and strategies within international/multi-national organizations; deep understanding of procurement policy and processes; experience in procurement operations, contract management, market analysis, risk management, and e-procurement tools; ability to work collaboratively with cross-functional teams and stakeholders; strong analytical and problem-solving skills; commitment to ethical standards and organizational values.
