Programme Associate, Quality Assurance

Under the supervision of the Programme Specialist, Quality Assurance, the UN Volunteer will support the implementation of Uganda office HACT Assurance plan. This role ensures funds entrusted to UNICEF by donors are utilized as intended through transparent processes and oversight of cash transfers. Key responsibilities include monitoring risk mitigation actions, updating the Office Risk Profile, and supporting capacity-building activities for national implementing partners to strengthen financial management and accountability. The role involves sharing HACT-related reports with partners and CO staff, reviewing assurance activity reports for quality checks, coordinating with external service providers for report finalization, and performing compliance tests on SOPs and work processes. Additionally, the incumbent will manage e-Tools to track partners and HACT assurance status, including monitoring progress of Micro Assessments, Financial Spot Checks, and Financial Audit dashboards. The role also includes performing quality assurance administrative activities such as procurement, finance, and travel activities.

Bachelor’s degree in Social Sciences, Development Studies, or related field. Minimum 2 years of experience in program monitoring, evaluation, and quality assurance. Proficiency in data analysis tools and reporting.
