MEAL Specialist

Goal Uganda is looking for a MEAL Specialist to lead monitoring and evaluation for the Agrifood System Transformation for Youth Employment (ASTYE) program in Hoima. Duties, Roles and Responsibilities Lead the implementation of the overall Program MEAL plan and system. Develop and streamline intervention specific tools and MEAL plans of the implementing program partners. Collaborate and lead the team in drafting intervention specific results chains, indicators, and data collection plans for the Program. Support the design and roll-out of data collection tools and training programs. Analyze data from research and studies to generate insights and evidence for decision-making. Generate relevant regular reports from the database to inform programming and decision making. Supervise the MEAL officers both at GOAL and partner organisations to achieve objectives of the program. Oversee stakeholders, participants, and community feedback mechanisms to ensure Program accountability.

Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, or a related field; Minimum of 5 years of progressive experience in Monitoring, Evaluation, Accountability, and Learning (MEAL); Experience in designing MEAL frameworks, tools, and data collection plans; Strong analytical skills with proficiency in data analysis software (e.g., SPSS, STATA, R, or Excel); Experience in report writing and presenting findings to stakeholders; Knowledge of participatory monitoring and evaluation approaches; Experience working in humanitarian or development programs; Familiarity with Uganda’s context and youth employment programs is an advantage; Excellent communication and team leadership skills.
