Senior Project Procurement Officer

Job Description

The Senior Project Procurement Officer will lead the procurement plan, day-to-day procurement implementation, monitoring, and general management for WWF-Laos. The role requires providing support to the Project Management Unit (PMU) and project implementing agencies to ensure timely delivery of all procurement outputs and outcomes as outlined in the approved project document and other workplans. The officer will be responsible for procurement operations under the guidance of the National Project Coordinator and ensure quality support to the work programmes of components, annual component work plans, budget, procurement, and finance matters. Additionally, the officer will coordinate with other projects on a day-to-day basis, follow up on procurement activities, organize workshops, training, and document filing. Major Duties and Responsibilities: - Develop, review, and update annual and quarterly procurement plans for Nam Poui and Nam Houng Landscape. - Ensure procurement of goods, services, contracts, and consultancies comply with procurement and donor requirements (GEF-LDCF, $6 million USD for 5 years). - Lead the preparation of procurement-related documents in line with WWF’s policies, procedures, and donor requirements (e.g., RFQ, Tender documents, PO, Contract). - Provide guidance and orientation on procurement policies and procedures to stakeholders. - Prepare Procurement Request Forms (PRF) with full procurement documents for the Finance department to process payments. - Track consultancy and service contracts, including deliverables, payment schedules, and contract compliance. - Maintain a procurement tracker file for goods to ensure all Procurement Requests (PRs) are fully tracked and up to date. - Maintain and review purchasing, shipping, and receiving records (e.g., PR, PO, RFQ, GRN, Tenders). - Ensure completion of the procurement process within a reasonable period of time. - Coordinate and follow up on delivery timelines, accept goods, and report on procurement activities. - Conduct spot checks to assess the accuracy of procurement practices and provide reports as assigned by the procurement manager. - Maintain a supplier’s database, register, and update it regularly. - Perform all other functions or tasks assigned as necessary to achieve departmental goals, especially during peak reporting periods and tight deadlines.

Requirements

Qualifications Required: - Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, Business Law, Accounting and Finance, or equivalent degrees. - Concrete experience with computerized accounts packages, including Excel, PowerPoint, and Word. - 3 years of practical experience in procurement and/or supply chain management or similar relevant fields. Experience with procurement tasks in an INGO is a plus. Other Qualifications Required: - Excellent proficiency in English, both written and oral, including reading and listening. - Proven ability to work in a multicultural environment. - Strong teamwork skills with a willingness to learn and adapt continuously.
