Deputy Director, Settlements Accounting & Control Job
Job Description
This role supports the Director, Financial Markets Department in providing strategic leadership and oversight of the Settlements, Accounting & Control Division. The Deputy Director will be responsible for setting divisional strategy, establishing robust risk and governance frameworks, and ensuring end-to-end excellence in domestic and foreign transaction processing, clearing, settlement, accounting, reconciliation, and control functions within the Division. The position requires close collaboration with senior management and heads of other business functions to define forward-looking best practices and strategic initiatives. The Deputy Director will oversee core banking and financial systems, including RTGS, SWIFT, ORACLE, Treasury platforms, and market infrastructure systems like DhowCSD. Additionally, the role involves leading financial reporting, ensuring accuracy of trial balances and reconciliations, managing liquidity risk practices, strengthening cybersecurity and data integrity, and driving automation and analytics initiatives to improve operational efficiency.
Requirements
Bachelor’s degree in Finance, Accounting, Economics, or a related field; Master’s degree or professional qualification (CPA, ACCA, CFA) is an added advantage; Minimum of 15 years of progressive experience in banking operations, settlements, accounting, or financial control, with at least 5 years in a senior management role; Strong knowledge of financial systems (RTGS, SWIFT, ORACLE, Treasury platforms) and market infrastructure; Proven expertise in risk management, internal controls, and governance frameworks; Experience in financial reporting, reconciliations, and liquidity risk management; Leadership skills with the ability to manage and mentor high-performing teams; Excellent analytical, problem-solving, and communication skills; Familiarity with cybersecurity principles and data integrity measures; Experience in government securities operations and post-trade reporting is desirable.
