Senior Health Manager - Reproductive Health
Job Description
This role is responsible for conducting monthly supportive supervision visits to health facilities and Family Health Houses (FHHs) using standardized IRC checklists to assess clinical quality, counselling, eligibility screening, infection prevention, documentation, commodity management, and adherence to reproductive health protocols. The position involves providing on-site coaching and corrective guidance to midwives and community health workers (CHWs), monitoring competency in reproductive health and family planning services, and ensuring compliance with programme standards. The role requires maintaining competency and performance trackers, submitting timely reports on gaps and corrective actions, and serving as an IRC Master Trainer to deliver rights-based family planning and reproductive health trainings. Additional responsibilities include conducting regular competency assessments, facilitating return demonstrations, and ensuring orientation and readiness of newly recruited staff before independent service delivery. The role operates in remote settings with limited day-to-day oversight, requiring strong organizational skills and the ability to work independently while managing multi-site supervision schedules across geographically dispersed locations.
Requirements
Bachelor of Science in Midwifery (BSc Midwifery) or Community Midwifery degree; Diploma in Nursing or Community Health Nursing with reproductive health experience; Training in family planning or reproductive health service delivery; Medical Doctor (MBBS) with reproductive health experience; 2-3 years of clinical and programme experience in reproductive health; Experience with community health platforms in Afghanistan (e.g., FHHs, CHWs, FHAGs, Community Health Shuras); Clinical quality assurance and programme monitoring experience; Training or mentoring experience for community midwives or health workers; Experience in assigned province (Nangarhar, Herat, or Kunduz) and familiarity with local health systems; Knowledge of HMIS data systems and health facility reporting; 1-2 years in a supervisory or team leadership role; Strong clinical knowledge in reproductive health service delivery; Understanding of MoPH BPHS and CBHC frameworks; Strong interpersonal and communication skills; Organizational skills for multi-site supervision; Ability to work independently in remote settings; Proficiency in Microsoft Office Suite; Ability to travel within assigned province; Fluency in English, Dari, and Pashto.
