Project Management Office (PMO) - Specialist [Digital Harms and Emerging Technologies Expert] - Retainer

Under the overall supervision of the Head of Office and direct supervision of the Deputy Head of Office, the incumbent will perform the following duties: 1. Provide strategic and technical advice to the UNICEF Tanzania Country Office (TCO) on digital harms and emerging technologies, ensuring alignment with UNICEF’s global priorities and the Tanzania National Digital Strategy. 2. Lead the development and implementation of the PMO’s digital harms and emerging technologies workplan, including monitoring and reporting on progress against key performance indicators. 3. Coordinate with relevant government ministries, departments, and agencies, as well as other UN agencies, NGOs, and private sector partners to ensure a coherent and integrated approach to addressing digital harms and promoting safe and responsible use of emerging technologies. 4. Provide technical support to UNICEF programmes in Tanzania, including the design and implementation of interventions to mitigate digital harms and promote digital literacy among children and adolescents. 5. Represent UNICEF in relevant national, regional, and global forums on digital harms and emerging technologies, advocating for child rights and protection in the digital space. 6. Support the development of policies, guidelines, and frameworks related to digital harms and emerging technologies, in collaboration with relevant stakeholders. 7. Conduct research and analysis on emerging digital harms and technologies, identifying trends, risks, and opportunities for UNICEF’s programming in Tanzania. 8. Provide capacity-building support to UNICEF staff, government counterparts, and partners on digital harms, emerging technologies, and child online protection. 9. Ensure the integration of gender and inclusion perspectives in all digital harms and emerging technologies initiatives, with a focus on reaching the most marginalized and vulnerable children. 10. Perform any other duties as required by the Head of Office or Deputy Head of Office.

• Advanced university degree (Master’s or equivalent) in Computer Science, Information Technology, Public Policy, Social Sciences, or a related field. • Minimum of 7 years of progressively responsible professional experience in digital harms, child online protection, emerging technologies, or a related field, with at least 3 years at the international level. • Proven experience in policy development, programme design, and implementation related to digital harms and emerging technologies. • Strong knowledge of child rights, child protection, and digital inclusion principles and frameworks. • Experience working with governments, UN agencies, NGOs, or private sector partners on digital harms and emerging technologies initiatives. • Excellent analytical, research, and writing skills, with the ability to synthesize complex information into clear and actionable recommendations. • Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders at all levels. • Fluency in English is required; knowledge of Swahili is an asset. • Familiarity with UNICEF’s mandate, strategies, and programming priorities is an asset.
