Cluster Coordinator (Camp Coordination and Camp Management (CCCM))

Job Description

The Cluster Coordinator will be responsible for leading the CCCM cluster in Somalia, ensuring a harmonized and coordinated multi-sectoral response in displacement sites. Key responsibilities include representing the cluster in national coordination meetings, organizing regular cluster meetings, serving as co-chair to the Disability Inclusion Working Group, and developing cluster response strategies and contingency plans. The role involves direct management of the CCCM Cluster Team, ensuring proper communication and information flow between cluster partners, Mogadishu, and field operations. Additionally, the Coordinator will monitor partner compliance with site management standards, collaborate with the Displacement Tracking Matrix (DTM) team for data management, and promote adherence to relevant policy guidelines and good practices among cluster partners. The position requires close coordination with Durable Solutions agencies and consortiums to address the needs of 2.6 million IDPs across 2,000+ settlements in Somalia.

Requirements

Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; OR university degree in the above fields with seven years of relevant professional experience. Operational experience in IDP/refugee and migration-related issues, including technical cooperation, project development, and implementation. Work experience in liaising with governmental authorities, other national/international institutions, and NGOs—experience in the region is an asset. Good knowledge of UN, IOM, and NGO mandates and programmes in IDP humanitarian responses, post-conflict construction, and development. Familiarity with financial management and good level of computer literacy, including database applications. Fluency in English (oral and written) is required; working knowledge of Somali is an advantage. Proficiency in language(s) will be evaluated during the selection process.
