MEAL Manager II
Job Description
You will provide technical and management leadership of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across three countries in the TaMoLe ESARO hub. Your role involves enabling program teams to design effective monitoring systems, ensuring accountability to beneficiaries and donors, delivering effective evaluations, and advancing learning in alignment with donor and agency standards. You will ensure that CRS collects quality data enabling adaptive management, learning, and positioning. The position combines technical leadership, staff management, capacity strengthening, and occasional direct operational support to projects and country programs during periods of heightened need such as emergency responses, new project start-ups, or strategic priorities. Responsibilities include providing management support, guidance, and technical oversight for MEAL systems in new and existing projects, supporting project designs, start-up, implementation, close-out, and emergency response activities to ensure compliance with CRS policies, donor guidelines, and industry best practices. You will also provide surge MEAL leadership and hands-on technical support during critical periods, including project start-up, emergency response, staffing transitions, and evaluations. Additionally, you will coach MEAL staff, develop individual development plans, support performance planning cycles, and advise on MEAL objectives for non-MEAL staff. The role involves coordinating and overseeing the development of data management systems, ensuring they are fit for purpose and supportive of adaptive management, and supporting the establishment of FCRM systems while periodically reviewing their effectiveness.
Requirements
Bachelor’s degree in a relevant field (e.g., Monitoring and Evaluation, Statistics, Social Sciences, or related discipline); Master’s degree preferred; Minimum of 7 years of progressive experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) in international development or humanitarian contexts; Experience in managing MEAL teams and providing technical oversight to programs; Strong knowledge of MEAL frameworks, methodologies, and tools; Experience in designing and implementing monitoring systems, evaluations, and learning initiatives; Proficiency in data management systems and statistical software (e.g., SPSS, STATA, R, or similar); Excellent communication and coaching skills; Ability to work in a multicultural and multi-country environment; Experience with CRS policies, donor guidelines, and industry best practices; Fluency in English (additional languages such as French or Arabic are advantageous).
