Senior Technical Advisor, Human Resources for Health

The Senior Technical Advisor, Human Resources for Health (HRH) will work closely with the Ministry of Health and CHAI Rwanda teams to strengthen health workforce systems. Primary responsibilities include providing senior-level strategic guidance to the Ministry of Health in designing, governing, and overseeing national HRH implementation frameworks aligned with HSSP V and PHC reform agendas. The role involves leading the design and oversight of high-impact health workforce initiatives, convening high-level interdisciplinary dialogue among government institutions, development partners, and academic stakeholders, and leading strategic resource mobilization to secure funding for critical HRH priorities. Additionally, the advisor will independently lead the development of high-value grant proposals, drive a robust HRH knowledge and dissemination agenda including peer-reviewed publications and policy briefs, and establish institutional standards for health workforce data governance. The position requires strategic leadership in health workforce planning, policy reform, and systems strengthening, with the ability to influence national HRH decision-making at the highest levels.

Master's Degree or equivalent in Public Health, Health Systems, Human Resources for Health, Epidemiology, or a related field; at least 8–10 years of progressive senior experience in health systems leadership, HRH policy development, and large-scale program implementation; extensive experience in Sub-Saharan Africa; demonstrated track record of leading HRH strategy formulation, policy reform, and large-scale program implementation at national level; extensive experience providing senior technical advisory support to Ministries of Health, regulatory bodies, higher learning institutions, and teaching hospitals; exceptional strategic communication and stakeholder leadership skills; outstanding quantitative and qualitative analytical capabilities; strong scientific writing skills and a record of peer-reviewed publications or high-impact policy documents; proficiency in advanced data tools (e.g., STATA, R); fluency in French or Kinyarwanda; senior leadership experience within international organizations, bilateral agencies, or multilateral institutions; deep expertise across multiple global health domains, including primary healthcare reform, health financing, UHC policy, and health system governance in low- and middle-income countries.
