TOR- Midline Evaluation for ‘Promoting Resilience and Peaceful Co-existence for Climate Crisis Affected Communities in Somalia’

The consultant will conduct an outcome mapping and midline evaluation for the 'Promoting Resilience and Peaceful Co-existence for Climate Crisis Affected Communities in Somalia' project. The role involves comprehensively mapping outcomes and documenting changes attained during the first year of implementation using qualitative and quantitative measures. This includes a comparative analysis of project indicators from the baseline survey. The consultant will work closely with the ASF Forum coordinator and consortium project focal persons to ensure alignment with project objectives. Key deliverables include a detailed evaluation report, structured technical proposals (limited to 15 pages), and an annex portfolio demonstrating relevant past performance. The program manager will oversee contract management.

Minimum of five years’ experience in related project management for the Project Manager role; specialized competence in outcome mapping and midline evaluations; experience in climate crisis-affected communities; ability to provide at least three examples of past performance within the last three years (similar in scale and relevance); references from past clients including name, title, phone number, and email address; organizational systems and personnel to comply with contract requirements; proficiency in structuring, designing, managing, and executing evaluation activities; inclusion of CVs for key staff (Project Manager and up to 3 team members, each CV not exceeding three pages); technical and financial proposals must be submitted with clear subject line 'RFP-5962; Outcome mapping, Mid-line Evaluation Survey 2024'.
