Job Description

The Procurement Specialist will be responsible for leading the development and implementation of a Center of Excellence for procurement within the Ministry of Finance and Economic Development. This role involves designing procurement policies, providing technical guidance to government agencies, and ensuring compliance with national and international procurement standards. The specialist will also conduct training sessions for procurement officers, develop standard operating procedures, and monitor procurement activities to enhance efficiency and transparency. Additionally, the role includes collaborating with stakeholders to identify procurement challenges and propose innovative solutions to improve public procurement systems.

Requirements

Bachelor’s degree in Procurement, Supply Chain Management, Finance, Economics, or a related field; Master’s degree is an added advantage; Minimum of 7 years of progressive experience in procurement, preferably in the public sector; Professional certification in procurement (e.g., CIPS, CPSM) is highly desirable; Strong knowledge of procurement laws, regulations, and best practices; Experience in developing procurement policies and standard operating procedures; Excellent analytical, negotiation, and communication skills; Proficiency in procurement software and Microsoft Office Suite; Fluency in English (additional Somali language skills are a plus).
