Business Transformation Officer, NOB

The Business Transformation Officer (BTO) operates with minimal supervision across several areas, leading the Country Technology Team in Rwanda. Reporting to the Deputy Country Director, the role involves collaborating with WFP counterparts, other UN agencies, and partners to transform business requirements into IT solutions. Key responsibilities include capturing, analyzing, and documenting business requirements for IT solutions and services; communicating these requirements to stakeholders for shared understanding; baselining and tracking business requirements through implementation; testing and analyzing IT solutions for quality and accuracy; and managing the service catalog of IT solutions. The role also involves establishing and maintaining partnerships to identify business needs and transformation opportunities, managing alignment of IT service levels with SLAs, and conducting business satisfaction surveys. Additionally, the BTO manages estimates, business cases, planning, risk identification, change management, and problem resolution to ensure effective delivery and adoption of business and digital transformation initiatives. The officer promotes business analysis, process improvement, project management, and governance practices to support continuous improvement and organizational effectiveness. They support digital transformation, innovation, and organizational change initiatives by identifying opportunities to improve business processes, enhance user experience, and strengthen operational efficiency. The role also includes providing advice to managers and users, ensuring correct application of IT policies and tools, and guiding junior staff.

Advanced university degree in Computer Science or related field; at least 3 years of experience in IT management or digital transformation; experience managing multidisciplinary teams; proven ability to manage ICT budgets, vendor contracts, and partnerships while ensuring value for money and effective service delivery; fluency in English and knowledge of Kinyarwanda; commitment to WFP's values (Integrity, Collaboration, Commitment, Humanity, and Inclusion); experience with business analysis, process improvement, project management, and governance practices.
