Supply Chain Officer – Expedited Recruitment

Job Description

Under the overall supervision of the Chief of Mission (CoM) and the Head of Resources Management, the Supply Chain Officer will oversee supply chain activities for the African Development Bank (AfDB) multi-million-dollar project in Kismayo, Somalia. Responsibilities include strategic planning, procurement, warehouse management, transport and distribution, fleet and assets management, logistics information management, and reporting. The role involves monitoring vendor contract compliance, guiding procurement processes, establishing internal control mechanisms, and representing the Country Office (CO) in UN inter-agency meetings. The officer will also supervise and train SCM staff, coordinate capacity-building initiatives, and ensure adherence to IOM policies, UN procurement rules, and organizational standards. This position requires collaboration with internal and external stakeholders, including the Regional Office for East, Horn, and Southern Africa in Nairobi and the Supply Chain Division at Headquarters. The officer will assume Officer in Charge (OIC) duties in the absence of the Supply Chain Head Unit.

Requirements

Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; OR Bachelor’s degree in the same fields with seven years of relevant professional experience; Extensive knowledge of IOM/UN internal procurement and financial rules; Demonstrated experience in managing diverse procurement and logistics operations in conflict-affected countries; Experience in training and managing large teams of co-workers; Excellent computer literacy and good knowledge of Oracle is an advantage; Fluency in English (oral and written) is required; Working knowledge of Somali is an advantage; Must abide by and demonstrate IOM’s core values: Inclusion and respect for diversity, Integrity and transparency, Professionalism, Courage, Empathy; Competencies assessed include Teamwork, Delivering results, Managing and sharing knowledge, Accountability.
