Director of Community Engagement and Country Liaison Officer
Job Description
This senior leadership position at University of Kigali in Kigali, Rwanda is responsible for shaping and promoting the university’s image while bridging the gap between the academic institution, local communities, government bodies, and industrial partners. The Director will lead the strategic development and implementation of initiatives that align the University’s research and teaching capabilities with community needs. Key responsibilities include creating and executing a comprehensive Community Engagement Strategy aligned with the University’s Vision and strategic plan; establishing and maintaining sustainable relationships with community leaders, local authorities, NGOs, and industry partners; applying the '5 C’s' framework (Connection, Conversation, Commitment, Collaboration, Contribution) to build robust community partnerships; detecting community-identified needs and aspirations and translating them into academic, research, or service-learning opportunities; and overseeing the planning and execution of community engagement programs and initiatives. The role requires strong leadership, strategic thinking, and the ability to foster meaningful collaborations that enhance the University’s social, economic, and cultural impact.
Requirements
Education: Advanced degree (Master's or PhD) in a relevant field such as Community Development, Public Administration, Social Sciences, or related disciplines; Experience: Minimum of 7 years of progressive experience in community engagement, stakeholder relations, or public relations, with at least 3 years in a leadership role; Skills: Strong strategic planning and project management abilities; Excellent communication and interpersonal skills; Proven ability to build and maintain relationships with diverse stakeholders; Experience in developing and implementing community engagement strategies; Knowledge of Rwanda’s socio-economic landscape and higher education sector; Proficiency in English and French (Kinyarwanda is an asset); Computer literacy with proficiency in Microsoft Office Suite and social media platforms.
