UNCT-SWAP Gender Equality Scorecard Consultant

The UNCT-SWAP Gender Equality Scorecard Consultant will be responsible for providing technical expertise to support the development, implementation, and monitoring of the United Nations Country Team (UNCT) System-Wide Action Plan (SWAP) on Gender Equality and the Empowerment of Women (GEEW). The consultant will work closely with UN agencies, government counterparts, and civil society organizations to assess progress against the SWAP scorecard indicators. Key responsibilities include conducting gender equality assessments, analyzing data, and preparing comprehensive reports to inform policy and programmatic decisions. The role involves facilitating stakeholder consultations, capacity-building sessions, and ensuring alignment with national gender policies and the Sustainable Development Goals (SDGs). The consultant will also support the preparation of briefs, presentations, and advocacy materials to promote gender equality initiatives within the UN system and beyond.

Advanced university degree (Master’s or equivalent) in gender studies, social sciences, international development, or a related field; Minimum of 7 years of progressively responsible professional experience in gender equality, women’s empowerment, or a related area; Proven experience in developing and implementing gender equality scorecards or similar monitoring frameworks; Strong analytical and research skills with the ability to synthesize complex information; Excellent communication and facilitation skills, including the ability to engage with high-level stakeholders; Experience working in a UN system or international development context is highly desirable; Familiarity with Uganda’s gender equality priorities and policies is an advantage; Fluency in English is required; Knowledge of French or other UN languages is an asset.
