Procurement Services Manager, P-4, Fixed Term Position

Job Description

The Procurement Services Manager will lead and manage the large-scale Procurement Services (PS) function within the Ethiopia Country Office (ECO), playing a key role in strengthening procurement services and partnerships with local partners, including development partners. The role involves providing strategic procurement services, supporting national supply chain system strengthening, and capacity building. The position is responsible for engaging with the Government, Development Partners, Banks, Implementing Partners, and Programme Sections on procurement services, end-to-end supply chain system strengthening, and supply financing. The manager will proactively capture and communicate early insights on emerging requirements and opportunities, translating them into potential PS requests. Key responsibilities include managing the Procurement Services Portfolio, planning, forecasting, strengthening partnerships, implementation, project management, and monitoring. The role also involves establishing linkages with supply system strengthening, programme implementation, and country/regional priorities through Procurement Services, as well as raising internal and external awareness about Procurement Services.

Requirements

A Master's degree or equivalent (Advanced University Degree) in Business Administration, Management, Logistics, Supply Chain Management, Procurement, International Development, Health, or related social sciences fields is required; At least 8 years of relevant work experience in supply management, international level procurement, supply chain management, logistics, project management, public procurement, capacity building, partnership management, government relations, customs clearance, supply planning, or related fields is required; Ability to manage change in a diverse environment and to manage and monitor the effective use of financial and material resources; Experience in supervising and directing a team of professional and support staff; Advanced communication and negotiation skills; Strong understanding of supply chain processes and ability to work strategically to realize organizational goals; Fluency in English is required; Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset; Project management and emergency experience are considered assets; Relevant experience at country level, particularly in development, fragile settings, and humanitarian contexts is preferred.
