Provision of technical support to the Ministry of Health to complete the development of the comprehensive community investment case

This consultancy role involves updating and refining at least two costing scenarios for integrated community health interventions in rural and urban areas. The position requires conducting a comprehensive review of the current draft Community Health Investment Case, performing in-depth analysis of financing dynamics within a contracting funding environment, and applying economic modeling to propose an affordable Community Health Worker (CHW) remuneration package. Additionally, the role includes developing national financial projections over a 10-year period and proposing innovative financing mechanisms to ensure sustainability of community health programs. The consultant will work closely with the Ministry of Health and UNICEF teams to align health interventions with national priorities and donor expectations.

Advanced degree (Master's or higher) in Economics, Public Health, Health Financing, or a related field; minimum 5 years of professional experience in health economics, health financing, or public health program management; demonstrated experience in economic modeling and costing analysis for health interventions; strong analytical skills with proficiency in statistical software (e.g., Stata, R, or SPSS); excellent written and verbal communication skills in English; experience working with government health systems or international organizations in low- and middle-income countries; familiarity with health financing mechanisms and innovative financing approaches; ability to work independently and meet tight deadlines.
