Tender Notice for Comparative Qualitative Data Collection: Sugira Muryango Models

Job Description

FXB Rwanda is seeking a qualified consultant or consulting firm to conduct a comparative qualitative assessment of the Sugira Muryango (SM) program's light-touch and full-touch implementation models. The consultant will evaluate the fidelity, quality, and effectiveness of both models in promoting nurturing care practices, father engagement, and early childhood development (ECD) among vulnerable households with children aged 0–3 years. The role involves designing and implementing qualitative data collection methods, including interviews, focus group discussions, and observations with program beneficiaries, government volunteers (Inshuti z'Umuryango - IZU), coordinators, and local officials. The consultant will analyze findings to inform decisions on the program's scale-up toward national coverage by 2035. The assessment must compare the light-touch model (piloted in Kirehe District) with the full-touch model (implemented in Musanze District), focusing on implementation challenges, sustainability, and alignment with Rwanda's National Child Development Agency (NCDA) recommendations. The consultant will report directly to FXB Rwanda's Executive Director and collaborate with the SM program team, Boston College, and the University of Rwanda.

Requirements

Proven experience in qualitative research methodologies, particularly in international development or public health contexts; strong background in early childhood development (ECD) or social welfare programs; demonstrated expertise in program evaluation and comparative analysis; excellent analytical and report-writing skills; fluency in English and Kinyarwanda (French is a plus); experience working with government systems or NGOs in Rwanda; familiarity with ethical research practices involving vulnerable populations; ability to work independently with minimal supervision; strong communication and interpersonal skills for engaging with diverse stakeholders including government officials, community volunteers, and beneficiaries.
