Job Description
The Government Primary School (GPS) Education Officer will play a pivotal role in implementing the Government Primary School Programme under Pharo Foundation. The role involves leading programme assessments, including conducting internal and external assessments such as the International General Reading Assessment and International General Math Assessment, ensuring fair and effective evaluation. The officer will evaluate the impact of educational initiatives on student learning outcomes through comprehensive data analysis and implement formative, summative, and continuous assessments to monitor student progress. Key responsibilities include designing and developing training materials for educators, organizing professional development workshops, and analyzing student enrolment, retention, and dropout rates with a focus on kindergarten returnees. The officer will conduct classroom observations to assess teaching practices, provide feedback to teachers, and collaborate on the development and implementation of standardized exams aligned with curricular goals. Additionally, the role requires acting as a liaison with government stakeholders to ensure smooth programme execution, drafting monthly reports, and working closely with the GPS Programme Coordinator and team members to achieve programme objectives.
Requirements
Bachelor's Degree in Education, Development Studies, Social Sciences and/or related field; Minimum three (3) years of experience with an international NGO/UN/Local NGO & Government in Somaliland in implementing educational programmes; General knowledge of the Somaliland education sector; Strong technical skills and proficiency in data collection and management platforms (e.g., KoBo Collect, SPSS, Microsoft Excel, Google Forms, NVIVO); Highly motivated and self-driven; Excellent research and analytical skills; Good time management and organizational abilities; Critical thinker with strong problem-solving skills; Team player with the ability to follow leadership and set a good example for junior members; Excellent report writing and good presentation skills.
