Request For Quatation (RFQ) For the Establishment and Operationalization of two School Demonstration Farms in Arusha City at Rikolto REQUEST FOR QUOTATION (RFQ) FOR THE ESTABLISHMENT AND OPERATIONALIZATION OF TWO SCHOOL DEMONSTRATION FARMS IN ARUSHA CITY N°019/EA-RIKOLTO/TANZANIA/CFT/2026 Background and Introduction Project Overview and Rationale SchoolFood4Cities: Nutrition for Our Urban Future is a research and action initiative funded by the International Development Research Centre (IDRC) and implemented by Rikolto in partnership with ICLEI Africa. The project seeks to strengthen urban school food systems through improved governance, nutrition-sensitive school feeding, farmer-school procurement linkages, and increased community participation in food system transformation. The Arusha City pilot is implemented within the framework of a Home-Grown School Feeding Programme (HGSFP) and aims to promote sustainable food systems, improve nutrition outcomes, and strengthen linkages between schools and local farmers. Purpose of the Quotation Rikolto Tanzania invites qualified and experienced service providers to submit quotations for the establishment and operationalization of two school demonstration farms under the SchoolFood4Cities Project. The assignment will be implemented at: Moshono Primary School, Arusha City Lemara Primary School, Arusha City The assignment aims to establish functional demonstration farms that serve as practical learning sites for sustainable agriculture, nutrition education, environmental stewardship, and strengthened farmer-school procurement linkages. Scope of Services The selected service provider shall: Site Assessment and Farm Establishment Conduct site assessments at Moshono and Lemara Primary Schools. Prepare land for demonstration plots. Design and establish demonstration farms using agroecological and regenerative agriculture practices. Ensure all installations are functional and suitable for practical learning. Installation of Irrigation Infrastructure to 2,000 meters squares (1,000 meters each school) Detailed Technical Specifications for Each Item No. Item Detailed Technical Specification 1 Demonstration plot The bidder shall assess, design, and install an appropriate irrigation system for each 0.25-acre (approximately 1,012 m²) demonstration plot, taking into account the plot layout, water requirements, and the specific vegetable crops to be grown, including leafy vegetables, fruiting vegetables, and root vegetables 2 Water storage tank One water storage tank with a minimum capacity of 2,000 litres shall be installed for each demonstration plot. The tank shall be made of durable, UV-resistant material and suitable for outdoor agricultural use. 3 Water Source and Pumping System: The main water source shall be a well approximately 20 meters deep. The bidder shall supply and install a suitable water pump capable of lifting water from the well and supplying sufficient water for irrigation of the 0.25-acre (approximately 1,012 m²) demonstration plot. The bidder shall specify the pump type, power rating, maximum head, discharge capacity, and all necessary accessories for safe and efficient operation. 5 Mainline pipe The bidder shall propose the appropriate HDPE pipe diameter, pressure rating, and length suitable for efficiently supplying irrigation water to each 0.25-acre (approximately 1,012 m²) demonstration plot, taking into account the water source, pumping capacity, plot layout, and irrigation requirements. 6 Sub-main pipe The bidder shall propose the appropriate HDPE pipe diameter, pressure rating, and length for efficiently distributing water to the drip lateral lines across each 0.25-acre (approximately 1,012 m²) vegetable demonstration plot, based on the plot layout, irrigation design, and required water flow. 7 Drip lateral lines The bidder shall propose the appropriate diameter, thickness, emitter spacing, flow rate, and total length of UV-resistant polyethylene drip lines suitable for vegetable production on each 0.25-acre (approximately 1,012 m²) demonstration plot, taking into account the crop type, crop spacing, plot dimensions, and irrigation requirements. 8 Drippers/emitters The bidder shall propose suitable dripper flow rate and emitter spacing for each 0.25-acre (approximately 1,012 m²) demonstration plot, based on the type of vegetables to be grown, crop spacing, soil characteristics, and irrigation requirements. The proposed system shall ensure uniform and efficient water application across the demonstration plot. 9 Filter system A suitable screen or disc filter, compatible with the irrigation system capacity, shall be installed to prevent blockage of drip emitters. 10 Control valves Appropriate control valves shall be installed on the mainline and sub-main lines to allow effective control of water flow to different sections. 11 Pressure regulator A suitable pressure regulator shall be installed to maintain the required operating pressure for the drip irrigation system. 12 Fertilizer application unit Where required, a Venturi injector or fertilizer tank shall be provided to enable fertigation through the irrigation system. 13 Pipe fittings All necessary fittings, including connectors, elbows, tees, end caps, reducers, adaptors, clamps, and valves, shall be supplied and installed. 14 Tank stand/base The bidder shall provide a stable and appropriate tank base or stand where required, designed to safely support a 2,000-litre water tank. 15 Water distribution system The complete system shall ensure uniform water distribution across the entire demonstration plot. 16 Installation The supplier shall be responsible for complete installation of all equipment, including pipes, tanks, pumps, solar equipment, and accessories. 17 Testing and commissioning The supplier shall test the complete irrigation system and ensure that it is fully operational before handover. 19 Warranty All supplied equipment shall have a minimum 12-month warranty against manufacturing defects. Training and Capacity Building Provide practical training on: Operation and maintenance of irrigation systems. Water management and conservation. Composting and soil fertility management. Crop diversification and intercropping. Organic pest and disease management. Demonstration farm management and record keeping. Training participants shall include: Students. Teachers. School Food Committee members. Selected community farmers. Farmer Field Days Organize: Two Farmer Field Days at Moshono Primary School. Two Farmer Field Days at Lemara Primary School. The events shall: Demonstrate good agricultural practices. Promote farmer-school procurement linkages. Raise awareness on food safety and quality standards. Encourage participation of women and youth farmers. Technical Support Provide follow-up visits and technical support to schools and School Food Committees to ensure sustainability and effective farm management. Technical Requirements The proposal should clearly demonstrate: A proposed approach for establishing and managing demonstration farms. Technical specifications of the proposed irrigation infrastructure. An implementation work plan and timeline. A training and capacity-building approach. A sustainability plan for farm management after project completion. Key Personnel The proposed team should include: An Agronomist/Agricultural Specialist. An Irrigation Technician or Engineer. A Field Trainer/Extension Officer with experience in agricultural capacity building. Expected Deliverables The successful service provider shall deliver: Two operational demonstration farms established at Moshono and Lemara Primary Schools. Functional irrigation systems, water tanks, pipes, valves, and related infrastructure installed and operational. Training conducted for students, teachers, School Food Committee members, and farmers. Four Farmer Field Days completed (two per school). Operation and maintenance guide provided. Farm management and maintenance plans developed for both schools. Final report including: Installation report. Training reports. Attendance sheets. Photographs. Farmer Field Day reports. Lessons learned and recommendations. General Requirements The quotation documentation must be submitted in English. The service provider must provide: Technical Proposal. Financial Proposal in TZS. Company profile. Evidence of at least three (3) years’ experience in similar assignments. At least three references for similar projects completed within the last five years. Valid Business License. Valid Tax Compliance Certificate. TIN Certificate. VAT Registration Certificate (where applicable). Bank account details. Submission Instructions Interested and qualified service providers shall submit a complete quotation package comprising the following three (3) separate PDF files: Technical Proposal – including the proposed approach and methodology, implementation work plan and timeline, technical specifications of the proposed irrigation system, training approach, sustainability plan, and other relevant technical information. Financial Proposal – submitted in TZS, with a detailed and itemized breakdown of all costs related to the assignment. Supporting Documents – including the company profile and all required administrative and supporting documents specified in this RFQ.
