The Technical Advisor II will provide technical leadership and surge support in emergency response and recovery across East and Southern Africa (ESARO). This role involves designing, implementing, and monitoring emergency response programs to address acute humanitarian needs, including food security, livelihoods, health, and WASH (Water, Sanitation, and Hygiene). The advisor will collaborate with regional teams, partners, and donors to ensure alignment with CRS’s emergency response framework and Catholic Relief Services’ mission. Key responsibilities include conducting rapid assessments, developing response strategies, providing technical guidance to field teams, and ensuring program quality and accountability. The role requires extensive travel to emergency-affected areas, often under challenging conditions, to support field operations and capacity-building initiatives. The advisor will also engage in donor reporting, coordination with UN agencies, and advocacy for effective humanitarian response.

Master’s degree in International Development, Humanitarian Studies, Public Health, or a related field; Minimum of 7 years of progressively responsible experience in emergency response, humanitarian assistance, or disaster risk reduction; Experience in designing and managing emergency response programs in complex humanitarian contexts; Strong technical expertise in at least one of the following sectors: food security, livelihoods, health, WASH, or protection; Demonstrated experience in surge capacity deployment and rapid response; Excellent analytical, strategic planning, and project management skills; Fluency in English required; Proficiency in French or Portuguese is a strong asset; Experience working with Catholic Relief Services or similar faith-based organizations is desirable; Willingness to travel frequently to emergency-affected areas; Commitment to CRS’s values and Catholic social teaching.
