Chief Procurement Officer
Job Description
The Chief Procurement Officer (CPO) will be responsible for overseeing and managing the entire procurement function within Masinde Muliro University of Science and Technology (MMUST). This role involves developing and implementing procurement policies, ensuring compliance with national and international procurement regulations, and optimizing procurement processes to enhance efficiency and cost-effectiveness. The CPO will lead a team of procurement professionals, manage vendor relationships, and negotiate contracts to secure favorable terms for the university. Additionally, the role requires strategic planning to align procurement activities with the university's academic and operational goals, ensuring timely acquisition of goods and services while maintaining high standards of quality and integrity. The CPO will also be tasked with risk management, ensuring that procurement activities mitigate potential risks such as delays, cost overruns, or legal non-compliance. This position plays a critical role in supporting the university's mission by ensuring that all procurement activities are conducted transparently, ethically, and in accordance with best practices.
Requirements
Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field; Master's degree in a relevant discipline is highly desirable; Professional certification in procurement such as CIPS or equivalent; Minimum of 10 years of progressive experience in procurement and supply chain management, with at least 5 years in a senior leadership role; Demonstrated experience in managing procurement functions in a large organization, preferably in the public sector or higher education; Strong knowledge of procurement laws, regulations, and best practices in Kenya and internationally; Excellent negotiation, communication, and leadership skills; Proficiency in procurement software and Microsoft Office Suite; Ability to work under pressure and meet tight deadlines; High ethical standards and integrity; Fluency in English and Swahili is an added advantage.
