Chief Admin/Finance
Job Description
As the Chief, Admin and Finance, you report to the Deputy Representative, Operations (DRO) for general direction and guidance. You are responsible for providing support to the DRO in managing, monitoring, and overseeing the full range of financial and administrative services in support of program and operational activities, including financial planning, disbursements of funds and payments, treasury and accounting, financial analysis and reporting of resources, transport, travel and premises management, and protocol administration. You ensure compliance of all financial and administrative operations with organizational plans, policies, procedures, guidelines, standards of performance, ethics, and integrity. As the manager and functional expert of financial and administrative management services in a large country office with thirteen field offices, you are accountable for provision of managerial leadership and policy guidance for achievement of effective service management and staff capacity development. You ensure management of staff for cost-effective, quality, and efficient administrative and financial operations in support of office operations and the country programmes. Your role focuses on upstream engagement through systems strengthening, strategic partnerships, governance, and advancing UNICEF's 3Cs for Every Child approach—Convene, Converge, and Catalyze—to achieve sustainable improvements in administrative and financial management outcomes at scale.
Requirements
Education: Master or equivalent (Advanced University Degree) in Financial Management related fields such as Accountancy or Finance or their equivalent; Work Experience: At least 8 years of relevant work experience in financial management or audits in an international organization and/or large corporation; Both national and international work experience in office management, administration, property/premises management, protocol or other relevant function; Advanced knowledge of Microsoft Office, especially Excel required; Skills: Financial Management, Budget Administration, Supply and Logistics, Office Management, Strategic Administration; Language Requirements: Fluency in English is required; Desirables: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset; Experience in a UN system agency or organization, some of which served in a developing country is considered as an asset; Experience in database packages, web-based management systems and ERP systems (preferably SAP financial modules) is considered as an asset; Experience with IPSAS and/or IFRS is considered as an asset; Experience in risk management is considered an asset; Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
