National Consultancy: GIS Specialist – Consultant

The GIS Specialist Consultant will provide senior-level expertise in GIS, spatial data management, and population data analysis to support UNFPA’s geospatial initiatives in Somalia. Key responsibilities include designing and implementing GIS workflows for population and survey data, managing ArcGIS Enterprise environments, developing interactive dashboards for monitoring and reporting, and coding Survey123 forms with complex logic. The consultant will integrate statistical, survey, and geospatial datasets to support evidence-based planning, strengthen geospatial systems, and provide technical guidance to UNFPA projects implemented with the Government of Somalia. Additionally, the role involves training staff and partners on GIS best practices, producing high-quality maps and spatial analyses, and contributing to technical reports and presentations.

A Master’s degree in Geography, Geoinformatics, Cartography, Remote Sensing, Spatial Data Science, or a related field; minimum of 2 years of progressively responsible professional experience in GIS, spatial data management, population data analysis, and geospatial systems administration; demonstrated expertise in restructuring and managing complex datasets using SQL; proven experience in administering ArcGIS Enterprise, including publishing services, managing users and roles, and maintaining web GIS content; strong practical experience in creating dashboards using ArcGIS Enterprise and coding Survey123 forms with complex logic, validation, skip patterns, constraints, and calculations; demonstrated experience working with immunization, health, and GIS survey data; experience integrating statistical, survey, and geospatial datasets for population analysis; demonstrated proficiency in Python and R for geospatial analysis; proficiency in spoken and written English and Somali language.
