Director, Monitoring, Evaluation, and Learning (MEL)

Job Description

This senior leadership role is responsible for designing, implementing, and overseeing a robust Monitoring, Evaluation, and Learning (MEL) framework to drive data-informed decision-making across the organization. The Director will lead a team of MEL specialists to develop and maintain performance indicators, conduct impact assessments, and ensure accountability through transparent reporting mechanisms. Key responsibilities include establishing MEL systems aligned with organizational goals, managing data collection and analysis processes, overseeing impact evaluations, and providing strategic recommendations to senior leadership based on evidence. The role requires close collaboration with program teams to integrate MEL practices into program design and implementation, as well as external stakeholders to ensure alignment with donor requirements and industry standards. Additionally, the Director will oversee the development of learning agendas, facilitate knowledge management initiatives, and champion a culture of continuous improvement through evidence-based practices.

Requirements

Master's degree in International Development, Statistics, Economics, Public Policy, or a related field; Minimum of 8 years of progressive experience in Monitoring, Evaluation, and Learning (MEL) within international development, humanitarian, or social impact organizations; Proven track record of designing and implementing MEL frameworks for complex programs; Strong quantitative and qualitative research skills with expertise in data analysis tools (e.g., SPSS, Stata, R, Power BI, Tableau); Experience with impact evaluation methodologies (e.g., RCTs, quasi-experimental designs, mixed-methods approaches); Demonstrated leadership in managing MEL teams and building organizational MEL capacity; Excellent communication skills for translating technical findings into actionable insights for non-technical audiences; Experience working with donors such as USAID, DFID, World Bank, or similar; Fluency in English; additional language proficiency (French, Spanish, or Arabic) is highly desirable; Familiarity with digital data collection tools (e.g., ODK, KoBoToolbox) and data visualization platforms.
