Monitoring and Reporting Associate, Somalia

The Monitoring and Reporting Associate will support the implementation of monitoring, reporting, learning, and evaluation (MEL) processes for IDLO's programs in Somalia. Working under the supervision of the Monitoring and Reporting Officer for Kenya and Somalia, the role involves collaborating with program teams, partners, and HQ-based MEL functions to collect, clean, analyze, and report program data. Key responsibilities include maintaining MEL systems and tools, conducting assessments and surveys, supporting evaluations, and ensuring data quality and compliance with IDLO's Monitoring Guidelines and donor requirements. The position requires regular engagement in complex, fragile, and conflict-affected settings, including remote and hard-to-reach areas in Somalia. The role also contributes to the preparation of internal and external reports, including inputs for the Strategic Results and Resources Framework (SRRF), and supports knowledge management activities to enhance program effectiveness and accountability.

Undergraduate degree in Monitoring and Evaluation, International Development, Social Sciences, Public Policy, Statistics, Economics, or a related discipline; or a combination of relevant academic qualifications and professional experience. Minimum 3 years of progressive professional experience in monitoring and reporting, or evaluation, preferably within international development, rule of law, governance, or donor-funded programmes. Fluency in English, both written and oral. Demonstrated experience in supporting the design and implementation of MEL frameworks, managing data collection and analysis, and preparing donor reports. Experience with mobile data collection, remote monitoring methodologies, and security-adapted field protocols is essential. Experience applying quantitative and qualitative data collection methods, including surveys, key informant interviews (KIIs), focus group discussions (FGDs), and other monitoring tools is desirable. Experience in data quality assurance processes, including data verification and spot checks, is an asset. Ability to work across multiple time zones and in complex, fragile, and conflict-affected settings, including remote and hard-to-reach areas.
