Compliance and Systems Director
Job Description
The Compliance and Systems Director (CSD) is a senior management role, working alongside the Country Director (CD) and Head of Programmes (HoP), with responsibility for effective and efficient delivery of PIN’s country programme. The role ensures organisational compliance with donor and internal regulations, oversees support systems (Logistics, Procurement, Finance, HR), and creates an enabling environment for programme implementation. The CSD also leads staff capacity building across departments. Reporting Relations: - Line manager: Country Director. - Technical supervision: Regional Head of Systems and Operations (HQ). - Line manager of: Head of Finance, Head of Operations, HR Manager. - Works closely with: Programme Managers, HQ Finance, HR, Logistics, Compliance teams. Main Duties & Responsibilities: Strategic Leadership: - Assist CD in country programme management; participate in senior management meetings. - Ensure systems and operations support programme strategy and comply with donor/PIN rules. - Represent PIN with authorities, donors, and partners. - Ensure adequate staffing of supervised departments. - Promote team spirit, transparency, and efficient communication. Finance & Accounting: - Oversee Finance team; ensure capacity building. - Ensure financial/admin procedures are respected. - Ensure systems (ELO, Navision) are properly used. - Guarantee budgeting, reporting, and accounting compliance. - Optimize resource allocation; monitor operational costs. - Prepare financial overviews and interpret data. - Support budgeting and spending monitoring for projects. - Supervise partner financial assessments, agreements, and reporting. - Support audits and annual accounting closing. - Prepare and monitor operational budget. Procurement: - Oversee Procurement team; ensure guidelines are updated and respected. - Implement procurement system per donor/PIN rules. - Ensure Annual Procurement Plans are in place. - Audit procurement processes regularly. Logistics: - Oversee Logistics team; ensure capacity building. - Strengthen oversight and anti‑corruption systems. - Oversee logistics budgets and planning. - Supervise asset registry and inventory control. - Ensure fleet planning and cost monitoring tools are in place. Human Resources & Capacity Development: - Oversee HR team; ensure procedures are respected and updated. - Supervise recruitment, induction, evaluations, and contract terminations. - Ensure HR administration systems function properly. - Cooperate with HQ HR on audits and improvements. - Address staff concerns; support satisfaction and interpersonal issues. - Guide salary scale revisions and succession planning. - Establish development plans for key staff. External & Internal Compliance: - Ensure taxes are paid per national regulations. - Apply for tax exemptions where possible. - Ensure permits, licences, and registrations are maintained. - Keep contract templates updated. - Conduct regular checks on document archiving. - Ensure donor conditions are respected in finance, logistics, and procurement. - Act as communication channel with donors on compliance issues.
Requirements
Significant experience managing systems, finance, procurement, administration, and HR; knowledge of logistics and procurement processes; experience overseeing HR functions, evaluations, and salary scale management; IT literacy; advanced MS Excel; experience with accounting/economic software; ability to assist in country programme management and participate in senior management meetings; experience in financial/admin procedures compliance; proficiency in using systems such as ELO and Navision; ability to prepare financial overviews and interpret data; experience in budgeting, reporting, and accounting compliance; ability to supervise partner financial assessments, agreements, and reporting; experience in strengthening oversight and anti-corruption systems; ability to oversee logistics budgets and planning, asset registry, and inventory control; experience in fleet planning and cost monitoring tools; ability to oversee HR team, ensure procedures are respected and updated, and cooperate with HQ HR on audits and improvements; ability to address staff concerns and support satisfaction and interpersonal issues; ability to establish development plans for key staff.
