Job Description
The Programme Officer – Investments, Digital & Green Transition is responsible for supporting the preparation, structuring, financing, and implementation of investment initiatives that promote sustainable development. The role focuses on developing investment partnerships, mobilizing financing, engaging with public and private sector stakeholders, and contributing to digital and green transition priorities in line with international cooperation frameworks and investment strategies. Key responsibilities include conducting economic, financial, and institutional analysis; negotiating investment projects; coordinating with International Financial Institutions (IFIs), development banks, and private sector organizations; and leveraging partnerships to mobilize investments for sustainable development. The position requires active engagement in climate change adaptation and mitigation, digital transition investments, and familiarity with the European Digital and Green Deal Agenda.
Requirements
Advanced University Degree (Master's Degree or equivalent) in Economics, Finance, Law, Engineering, Business Administration, Development Studies, International Relations, Public Policy, or a related field; Minimum of 3 years of relevant professional experience; At least 3 years of experience in investment project financing and structuring; Experience in the preparation, structuring, evaluation, and negotiation of investment projects; Experience in financial markets, investment, and/or sustainable finance; Successful completion of the INTPA Investment Officer Course; Experience engaging with private sector actors and developing investment partnerships; Experience coordinating with International Financial Institutions (IFIs), development banks, private sector organizations, and other stakeholders; Knowledge of cooperation instruments, including EFSD+ or comparable blended finance facilities; Knowledge of EU financial and non-financial instruments, including guarantees, technical assistance, and policy dialogue; Understanding of international cooperation frameworks such as Global Gateway, Team Europe, and Team National approaches; Knowledge of economic, financial, institutional analysis, and negotiation processes in developing country contexts; Knowledge or experience in climate change and environmental management; Knowledge or experience in Information and Communication Technologies (ICT); Experience in digital and green transition sectors; Knowledge of secure digital connectivity and digital public infrastructure; Experience in water, energy, transport, and logistics sectors; Knowledge of agri-food value chains; Understanding of critical raw materials; Experience in climate change adaptation and mitigation; Knowledge of carbon credits and nature-based solutions; Familiarity with the European Digital and Green Deal Agenda; Skills in Accounting / Finance, Economics / Statistics, Legal / Law, Social / Science / Project / Management / Development
