Digitalisation Advisor ENSER
Job Description
The Digitalisation Advisor will lead the IT design of solutions in collaboration with project teams to identify user requirements, business needs, and match them to IT infrastructure. They will conduct needs assessments to determine ICT infrastructure requirements for ICT learning hubs within Business Service Centres (BSCs) and coordinate the design and implementation of these hubs in refugee and host communities. The role involves facilitating the roll-out of digital enterprise solutions linked to energy and productive use of energy (PuE), supporting MSMEs, local firms, and BSC operators in adopting digital tools for customer management, financing models, remote monitoring, and data-driven decision-making. Additionally, the advisor will design and pilot innovative 'digital-PuE bundles,' provide digital tools to community radios, and conduct targeted training for public, private, and civil society actors in the energy sector on digitalisation and digital tools. They will also support district local governments in establishing sustainable mechanisms for energy data collection, processing, and analysis, and conduct market research to identify new solutions and emerging technologies.
Requirements
Fluency in English is required; proficiency in local and common languages spoken in the West Nile region is required; very good knowledge of MS Office (Teams, Word, Excel, PowerPoint); knowledge of MS Excel data analysis tools (e.g., pivot tables) is an added advantage; strong organizational skills, self-motivation, and ability to work independently; quick comprehension, good analytical skills, and the ability to present complex contexts in a structured manner; knowledge of Ugandan legal and policy frameworks on privacy, data governance, and IT security is considered a strong advantage; good coordination and communication skills with the capability to interface smoothly between public, private sector, and refugee communities.
