Tender Notice for Consultancy: Diagnostic Assessment of Municipal/District Land and Resource Tenure Governance Capacities in Somalia

The Norwegian Refugee Council (NRC) in Somalia is seeking qualified consultancy services for a comprehensive diagnostic assessment of municipal and district-level land and resource tenure governance capacities. The consultancy aims to evaluate existing governance frameworks, identify gaps, and provide actionable recommendations to strengthen land tenure security and resource management at the local level. The consultant will conduct field assessments, stakeholder consultations, and data analysis to produce a detailed report outlining findings, challenges, and proposed interventions. The role requires extensive experience in land governance, tenure systems, and local governance structures in fragile and conflict-affected contexts, particularly in Somalia or similar environments. The consultant will work closely with NRC’s Somalia team and local authorities to ensure the assessment aligns with national and regional priorities.

Minimum of 7 years of professional experience in land governance, tenure systems, or related fields; proven experience in conducting diagnostic assessments in fragile and conflict-affected contexts; strong knowledge of Somali land tenure laws, policies, and governance structures; excellent analytical, research, and report-writing skills; ability to work independently and meet tight deadlines; fluency in English (Somali language proficiency is highly desirable); relevant academic qualifications (e.g., Master’s degree in Land Management, Governance, Law, or related fields); experience with participatory methodologies and stakeholder engagement.
