Energy Efficiency Consultant (Agriculture, Waste, and Industry)

Job Description

The Energy Efficiency Consultant will support the development of Rwanda’s Energy Efficiency Strategy 2026-2036 by conducting comprehensive data collection and energy efficiency modelling activities for the Agriculture, Waste, and Industry sectors. Primary responsibilities include gathering baseline data on energy use and supply efficiency, supporting the integration of sectoral data into the LEAP energy modelling tool, and projecting future energy demand and supply requirements under various scenarios up to 2050. The consultant will work closely with the GGGI SPREE project team, MININFRA, REG, RSB, and other stakeholders to deliver a robust EE Baseline and Stocktaking Report, conduct energy efficiency trajectory modelling, and facilitate stakeholder validation workshops. The role requires co-presenting findings at key workshops and integrating feedback into final deliverables. All reports must be in English, and the consultant will report directly to the Project Manager with guidance from the GGGI Rwanda Adaptation and Green Cities Lead and the Energy Modelling, MRV and Data Sr. Officer.

Requirements

Advanced degree (Master’s or Ph.D.) in Industrial Engineering, Agricultural Engineering, Environmental Science, Energy Management, or a closely related field; 5-8 years of professional experience in the energy sector with a focus on industrial energy efficiency, agricultural energy use, or waste-to-energy systems; proven track record in leading energy data collection, energy audits, and sectoral assessments in developing or emerging economies; extensive experience in developing and applying energy models to project demand scenarios with mandatory experience using the LEAP modelling tool; experience supporting NDC, climate, or sectoral policy development; prior experience working in Rwanda or the East African region is highly desirable; exceptional analytical and quantitative skills; excellent stakeholder engagement and facilitation skills; fluency in written and spoken English is required; knowledge of French is an advantage.
