Operations Manager, P-4, TA (6 months)

The Operations Manager will provide leadership and strategic direction for all operational aspects of the UNICEF office in Bunia, Democratic Republic of Congo. This includes overseeing logistics, procurement, human resources, financial management, and administrative services to ensure efficient and effective delivery of humanitarian and development programs. The role involves managing a team of operational staff, developing and implementing operational policies, and ensuring compliance with UNICEF and UN regulations. The manager will work closely with program teams to align operational support with programmatic needs, particularly in emergency and protracted crisis contexts. Key responsibilities include budget planning and monitoring, risk management, asset management, and ensuring the safety and security of staff and assets in a high-risk environment.

Advanced university degree (Master’s or equivalent) in Business Administration, Finance, Public Administration, International Relations, or related field; Minimum 7 years of progressively responsible professional experience in operations management, administration, finance, or related field; Experience in managing teams in a multicultural and complex environment; Strong knowledge of UN rules, regulations, and procedures; Proficiency in English and French (knowledge of local languages such as Swahili, Lingala, or Kinyarwanda is an asset); Excellent leadership, communication, and organizational skills; Ability to work under pressure in a challenging environment; Relevant certifications in project management or financial management are desirable.
