The consultancy assignment involves conducting a comprehensive research study titled 'Shared Responsibility: Parental Contributions as a Cornerstone of Education Financing in Somalia.' The primary objective is to assess the role of parental contributions in education financing within Somalia, identifying key challenges, opportunities, and policy recommendations to enhance shared responsibility frameworks. The consultant will be responsible for designing and implementing research methodologies, including data collection, analysis, and report writing. Fieldwork may be required, involving travel to various regions in Somalia to gather primary data and engage with stakeholders such as government officials, educators, parents, and community leaders. The consultant will deliver a detailed research report, policy briefs, and actionable recommendations to inform Save the Children's advocacy and programmatic efforts in education financing. The assignment is structured to ensure rigorous, evidence-based findings that can drive systemic improvements in Somalia's education sector.

Master’s Degree in Education, Economics, Social Sciences, or a related field; Minimum of 7 years of relevant experience in research, education financing, or social development; Proven experience in conducting qualitative and quantitative research, including fieldwork in conflict-affected or fragile contexts; Strong analytical and report-writing skills; Familiarity with Somalia's education system and socio-economic context; Proficiency in Somali and English languages; Ability to work independently and meet tight deadlines; Compliance with Save the Children’s security protocols and ethical research standards.
